Provide a basic DLM Dashboard database state API

In order to enforce integrated process controls, some way to access the status of a database in DLM Dashboard is necessary for users that do not use Octopus Deploy.

One simple approach would be to provide a REST API that returns the status (acknowledged, updated, or drift) of a database, given a server\instance and database or pipeline and environment. Getting the version number and comments and acknowledgment username & datetime would also be nice, but not required.

Providing this info within a database (maybe within the database being tracked) would also provide very reasonable access to this info.
